Hanoi, Oct 16, 2006 AEST (ABN Newswire) - A seminar opened today in Hanoi focusing on banking reform in Viet Nam as the country moves toward a market economy and international integration, particularly WTO accession in 2007.

Aimed at providing policy advice to financial regulators, the ADB-supported seminar addresses the need to make the banking sector more market-oriented and competitive in a changing environment.

The five-day seminar on Challenges for the Financial Regulator in a Changing Environment: Toward a Robust and Efficient Banking Sector in Viet Nam is co-organized by the ADB's Public Policy Training Program (PPTP) and the State Bank of Viet Nam (SBV).

Attending are 45 officials of SBV, Ministry of Finance, Ministry of Planning & Investment, and a number of commercial banks.

The seminar will discuss how the state-owned commercial banks will become more market-oriented, private domestic banks can develop, and foreign banks would be allowed to play a less-restricted role. There will also be an opportunity to share international experience of the financial regulatory and supervisory authorities in managing structural changes. Giving presentations are senior experts from Viet Nam and various Asian countries and international organizations.

PPTP is a new multi-year initiative of ADB that aims to enhance the public economic policy capability of government officials - initially in Viet Nam, where the plan is to set up a regional public policy school in Viet Nam, to be followed next year also in Cambodia and the Lao People's Democratic Republic.

The Public Policy Training Program is executed by ADB and receives strategic guidance from an Advisory Committee chaired by Cao Viet Sinh, Vice-Minister of Planning and Investment. The Ministries of Home Affairs, Finance, and Education and Training are also represented on the Committee as well as the State Bank of Vietnam and the Office of Government.

The program is financed through the Japan Fund for Public Policy Training, a trust fund managed by the ADB and financed by the Government of Japan. The project's initial funding for 2006 is US$950,000 and this will be substantially increased in the succeeding years.
